World Cyber Games 2008 Asian Championship : DOTA ALL-Stars Version 6.52

[PART A]
WCG 2008 Asian Championship


- Format: Group Qualifiers to Single Elimination
- Nationality Restriction: All team members must be citizens of the respective countries

Group Qualifiers
- Countries are split into 4 groups for the round robin stage.
- Top 2 teams/individuals of each group will qualify for the single elimination stages.
- The top 2 qualifiers from each group will be placed into brackets as shown below. Where A1 is the top team/individual of Group A, and will be pit against D2, who is second in Group D.

A1 vs D2
B1 vs A2
C1 vs B2
D1 vs C2

Tournament General Rules and Regulations

Gamers Reporting Time:
- All participants are required to report at the game registration counter 30mins before the game start timing.
- Participants that have reported will be allowed into the tournament area for set up/warm up should space be available.
- Participants who are late for more than 15 mins after the given game commencement timing will be disqualified.
- Teams that do not have the full squad present shall not be disqualified but they are still required to start the game, by the commencement timing, should they be late for the game.
- Participants who are late for their team’s game are still allowed to join in halfway thru the match.
- If both participants of the match fail to turn up 20mins after the given game start timing, both teams will be disqualified.

Attire:
- All players must wear the official WCG uniform at all times in the tournament area. Failure to do so will result in disqualification.
- The following will not be allowed into the tournament area:
- Slippers
- Torn jeans
- Shorts
- Singlet
- Clothes with offensive designs

Food and Drinks:
- No food and drinks are allowed in the tournament area at all times.

Equipment/Drivers setup and testing:
-Players who bought their personal equipment are required to set them up in the fastest possible manner. No additional time will be allocated to any player to set up the equipment. Should the gamer fail to set up in time, the marshall will declare commencement of the game without waiting for the player.
- Players are only allocated 15mins to set up/warm up or test their equipments and game settings.
- llowed to install their own equipment's driver but the driver software is to be uninstalled after the match. All drivers are to be transferred through USB ports via thumb drive or portable storage devices. No diskettes/CD are allowed.
- All players are responsible for their own equipments. Organizers will not be responsible for any property damage or loss during the course of the event.

Identification:
All players must bring a valid identification card for verification purposes. Failure to do so will result in disqualification.

Unfair Play and Un-sportsmanlike conduct:
1) Use of any map hack program
2) Intentional disconnection
3) Use of any settings exceeding standard and permitted settings
4) Abuse of any game bugs
5) During the course of any match, the operations staff and/or referee may determine other actions to be unfair play at any time. Intentional unfair game play or exploitation of game bugs will lead to a disqualification in which the decisions will be made by the chief marshal. If the action was deemed unintentional by the referee, the player/team will receive a warning. Accumulation of three warnings will result in a disqualification.
6) Un-sportsmanlike behavior displayed during any match will lead to a warning. Accumulation of three warnings during any match will result in a disqualification.
7) All mobile phones are to be turned off during matches. Any players caught using their mobile phone will be classified as cheating and will be disqualified immediately.

Broadcasting of games during tournament:
1) The organizers have the rights to broadcast any of the games during the course of the tournament. Selected players for broadcasting are obliged to play wherever that the broadcasting is done.
2) Broadcasted players are required to have their head phones on with sound on at all times. Tournament marshals to ensure.

Participation Rights:
- Each participant can only register and play for the tournament once per game. Once the participant gets knocked out of the tournament he/she will not be able to join other teams for the game.
- Each participant are only allowed to join one category at any time.
- Members of any team declared at the start of the tournament will have to stay the same throughout the tournament.
- No changes/substitution will be entertained. Any team caught making any illegal change or substitution will be disqualified immediately.

Substitution Rule:
No substitutes will be allowed

Referees and their decision
Respect the fact, human error does occur but they always give a fair decision the way they see it (not necessarily the way you might see it). Also, issues that do occur are usually a result of players not knowing the Competition Rulings.
Teams and players are kindly reminded that we all make mistakes. Whilst we all try to be perfect, there isn’t a player in this world that can get through an entire match without making a mistake - it's part of the game. Referees are no different. Our referee’s try their best to be accurate with all of their decisions, but reality is that during the course of each competition they will make mistakes. Please accept it in the same manner that you accept mistakes from yourself and your team mates. The Referees are not to be abused in any way whatsoever and above all, respect the referees as THEIR DECISION IS FINAL.

Management
Remember the competition offered have a strong emphasis on interaction and fun, whilst providing social games with a competitive edge. Rules exist in order to keep the game fair and in control, hence they are to be adhered to very closely.
Team spectators wishing to support their team must act in a civil manner at all times. They must not interfere or be distracting towards referees/officials and or players. Persons offending will be asked to vacate a venue. There will be no excuse for any inappropriate behaviour or swearing. This will NOT be tolerated whatsoever.
If a player(s) wishes to spoil it for the rest of their team and are found guilty of misconduct, the penalties will be harsher than expected. We suggest if players and their fellow spectators cannot abide by the Rules and By-Laws of the game, they should not play or attend matches at all.
We expect everyone to play the game in a sportsmanlike manner and to ensure that each of you emphasise enjoyment whilst participating. If you have anything to say constructively about improving the competition, we would be more than happy to listen.

Injuries or Death:
The organizer will not be held liable for any injuries or death suffered during the course and within the premises of the tournament.

[PART C]
Game Rules and Regulations (DOTA All Stars)


DOTA All Stars is a custom map created for Warcraft II. Since it's a custom map, some of the game concepts are very different from the original Warcraft III: Reign of Chaos or The Frozen Throne. The original game and the DOTA custom map, however, do share some similarities such as the usage of modified Warcraft characters, adaptation of Warcraft spells such as Healing, as well as items like Boots of Speed.
For the DOTA ALL-Stars map. two bases are set at opposite corners of the map. In each base is situated a central building known as the Ancient, from which the map derives its name. The goal of the game is to destroy the Ancient of the opposing team and to defend one's own ancient. Ancients used each team are commonly The Frozen Throne/World Tree (in the variants Classic, Allstars); and the normal Town Centers for either side (in the variant Outland). Three lanes join the two bases. A river runs diagonally through the center of the map, perpendicular to the three lanes. Each team has a number of defensive towers in each lane, placed on their side of the river.
The teams consist of up to 5 players, each controlling a single hero, and a computer which controls creeps. Standard variants do not support the artificial intelligence for computer controlled heroes.

General Game Rules:
- Competition Method: 5 vs. 5 (Team Play, 5 players)
- Match Format: Best of one game
- Match Winner: The team who destroys the opponent’s throne/world tree first, or if the opponent surrender.

Game Settings:
- Version: 6.52 or later
- Drafting Mode: Extended League Mode (-XL)
- Game Speed: Fast
- Banned Heros: Invoker
- Item Restriction: Non

Coin Toss:
The match will begin with a coin toss and winner of the coin toss will get to choose:
(a) Sentinel/Scourge side of the map or
(b) First hero selection from drafting

Heroes drafting:
- Game Mode: Extended League Mode. (-Ap mode will be typed in-game)
- Teams will decide which claims first pick or sides pick after the coin toss. Both teams will be allowed to take out up to 3 heroes from the pool of heroes before drafting starts. This will work based on a 1-1-1-1-1-1 format. Teams can choose to stop taking out heroes before the maximum 3 heroes limit and their turn to take out the heroes will be void.

1. Team one will take out / skip the chance : 1 hero
2. Team two will take out / skip the chance : 1 hero
3. Team one will take out / skip the chance : 1 hero
4. Team two will take out / skip the chance : 1 hero
5. Team one will take out / skip the chance : 1 hero
6. Team two will take out / skip the chance : 1 hero

A maximum of (but may not up to) 6 heroes can be taken out before the drafting session happens. After the taking out draft finishes, teams will proceed to pick the heroes for the game. Picking heroes: 122221
1. Team one will pick: 1 hero
2. Team two will pick: 2 heroes
3. Team one will pick: 2 heroes
4. Team two will pick: 2 heroes
5. Team one will pick: 2 heroes
6. Team two will pick: 1 hero
Important Rules:
- Team that chooses the sentinel side will host the game.
- Team members are not allowed to change seats once DotA map has started to load.
- At the end of the match, players must maintain the final screenshots and receive confirmation from the marshal. At the end of the game, replay has to be saved and named as RG_DOTA_TEAM1vsTEAM2 by the winning team leader or at least one of the team members. Failure to do so will cause the game to be void and no winner will be declared for that game.

Game Play Rules:

Backdooring:
- Backdooring is allowed. However, instances of teleport abuse are not allowed. You cannot use any form of teleport (furion skill, ignis fatuus, or Boots of Travel) to enter an enemy base UNLESS your creeps are already present in the base.
Example:
- Teleporting with Boots of Travel onto an ignis fatuus that runs in to backdoor without the presence of creeps is illegal.
- Your teammates backdoor and enters an enemy base and then teleport to your teammates as Furion. This is illegal because your creep wave is not present. Some of these measures have since been restricted in recent map versions in support of this rule.

Sharing of Items:
- Sharing of item is allowed as long as the game permits

Abuses & Exploitation:

1. Trees Trapping (Disqualification):
Trapping enemies in trees intentionally is not allowed.

2. Pooling (Warning or Game Loss):
No pooling of any sort is allowed. This means that items bought with a player's own money cannot at any time be carried by any of his teammates. Items bought with the player's own money can only be carried or sold by him. This rule only applies to players on the same team. Players can pick up items dropped by their opponents.

3. Pause Abuse (Warning or Game Loss):
During hero selection. From the point after hero selection process is completed, pausing without any valid reason is disallowed.

4. Creep Blocking (Disqualification):
Creep blocking permanently is not allowed but creep slowing/delay or luring is allowed. Blocking here refers to the prolonged blocking of creeps to stop them from taking their usual path. (ie: Using Chen's creeps to block the entire entrance of the base for a long time.) Creep slowing means that you can delay the creeps from moving in their usual path for a few seconds (ie: Using fissure) or you can lure your creeps to neutral creeps.

5. Bugs Exploitation (Warning , Game Loss or Disqualification):
No Exploitation of any known old or new bug discovered during gameplay. No excuses will be entertained. Ignorance is not an excuse. Participants/Teams are expected to know what these bugs are. Participants/teams that experience any abnormal gameplay are advised to inform the marshal on duty immediately.

Definition of “bugs”
- Anything abnormal which will give a player/team an unfair advantage.
- Anything which will cause interruption/fatal error to the game.

6. Control sharing:
- Control sharing is allowed.

Penalties Awarded:
Warning : After warning is given games goes on. If three warnings are accumulated then the team will be disqualified from the tournament upon receiving the third warning.

Game Loss: Game loss given to a team means that the team loses the current game no matter what is the result of that game. A win would be awarded to opponent instead.

Disqualifications: A team disqualified will be ejected from the tournament. They will not be able to continue further in the current event.

Disconnections:
- Any team members who intentionally drop out of the game might cause that member's team to be given a game loss for that game. Appeal can be made but decision by the marshal or official will be final.
- If the game hangs, do not change anything and leave the screen as it is. Pause the game and notify the marshal immediately.
- If any players are disconnected within 15 minutes after game starts then the game has to restart.
- If any players are disconnected 15 min after game starts then the game will continue.
- If all players' systems hang or the game cannot continue because the majority of the players within the same game experience a game hang, the marshal can decide to restart the game, load from last save or award a win to either team.

Saving of Game & Game crashes/Fatal error:
- At the 30th minute mark or at “first blood”, the game will be saved once for a backup saved game. After the 30th minute mark at every 15 minutes interval, the game will be saved for a backup saved game.
- Head Marshal/ Marshals will have the right to ask players to save game during any period of the game.
- Any game crash after 80 minutes will not be continued anymore and a decision will be made by the marshal of that match based on the replay of that match.
- In the times of a game crash/fatal error, the marshal's or official’s decision after review will be final.

Save game validity:
A saved game is outdated if since the saved game;
- A tower/barrack has been destroyed
- A total of 12 or more kills occurred . (Aegis charges lost count as kills)
- The net total kills changed by 4 or more. (Aegis charges lost count as kills)
The net total is the difference in kill score between both teams.

Examples:
- An 11-4 score at the save leaves a net total difference of 7, a 11-8 score at the drop leaves a net total of 3. The net total went from 7 to 3, a change of 4, as such, the save is outdated.
- A 20-16 score at the save leaves a net total difference of 4, a 26-22 score at the drop leaves a net total of 4. The net total stayed at 4; however 12 kills happened since the save, as such, the save is outdated.
- A 5-3 score at the save leaves a net total difference of 2, a 12-7 score at the drop leaves a net total of 5. No towers/barracks were downed. The net total went from 2 to 5, 11 kills happened since the save, as such, the save is valid.
If the most recent save game is outdated, the normal disconnect rules apply.
If the most recent save game is valid, the dropped players team can choose to reload from the save game if they so desire.

These rules are for the WCG Asian Championship and are subject to modification in the following aspects:
- Use of most recent patch/version release of each official game within WCG committee’s own discretion.
- In-game settings and required factors necessitated by use of most recent patch version/release
- Cheat Protection Program release and/or cheat protection functions
- Game settings and/or operations guidelines dictated by differences between online and LAN
